Radical white southerners did everything in their power to oppose rights for African Americans. Namely, the white southerners would African Americans to take tests and pay outrageous fees in order to vote.
In order for freedmen to vote, they must pay poll taxes, take a literacy test and must approve of the grandfather clause. Some African Americans could pay the poll taxes, and many can take and pass literacy tests due to the fact that most were born in the US. However, there was a loophole that made it impossible for African Americans to vote. The grandfather clause is what made it impossible. This stated that in order for you to vote, your grandfather must have participated in the election of 1860. Since African Americans were still slaves during this time period, they could not vote. In which those present African Americans could not vote either.

Even though the 15th Amendment (ratified in 1870) dictated that the right to vote will not be denied on the basis of race, many African Americans still weren't able to vote for decades afterwards. Two practices commonly used to deny African Americans the right to vote were: the white primary, and the poll tax. Political parties in the south would often deny African Americans the right to participate in primary elections, thus African Americans were essentially denied a voice in the subsequent general election. Also, an African American that desired to vote would often be forced to pay a poll tax before they were able to cast a ballot. Congress outlawed poll taxes in the 24th Amendment, and in 1965 passed the Voting Rights Act. The Voting Rights Act was well executed and enforced and was able to register many African Americans for voting.
A poll tax was a fee required to vote. A person who who could not or did not want to pay the fee could not vote. Poll taxes discouraged ex-slaves from voting.
They didn't teach them to read and made them read something to vote. They had to pay to vote and slaves weren't payed for their work. They also passed the grandfather clause, which extended voting rights only to those citizens who had been able to vote as of a certain date.
