Your van is already trying to tell you exactly why it won't pass emissions - that is what is behind the service engine soon light being lit up.
Take your Windstar to any one of the dozens of places that will read the diagnostic trouble codes (DTC) for free, and use that as the basis of researching how to correct what is triggering or causing those codes.
Less guessing, and more definitive action to what is unique & specific to your current problem(s).
