The major factor is a light that is burnt out. It might be a backup light or a break light. Turn your hazards on,walk around and make sure they ALL light.
If you have replaced a bulb recently, then make sure that the wattages are all correct.
The system won't have enough load to cycle the flasher.Check all the bulbs to make sure they are right
