TPS IS THROTTLE POSITION SENSOR
On the E150 (1996 is my model year), the TPS is mounted on the bottom of the throttle body. Usually you need to remove the throttle body to access the TPS.
Sounds like a possible problem with the TPS (Throttle Position Sensor). I had the same problem on my '94 Olds. Replaced the TPS and no more problems.
