Some intersections have traffic lights instead of round abouts because there is too much traffic on some intersections for a roundabout to be safe. Roundabouts have to have a certain amount of traffic to be safe enough for no traffic light.
Logically, unless there were reasons to control traffic, there would have been no reason to create or install traffic lights. Because "traffic" generally comprises vehicles (motorized or otherwise), the traffic was probably there prior to the lights. Traffic lights are important because they regulate traffic safely and make movement of traffic smoother and faster at intersections.
Yes there are intersections without left-turn arrows. In fact I've been through about 100 different ones. They mainly appear on streets that don't have extremely busy intersections.
