Vegetation doesn't grow at all in the Tundras. Unless the plant developed some form of internal heating mechanism, the immense cold would freeze the water inside it and make it absolutely useless.

The thundra is a barren landscape in which the soil underneath the ground is always frozen (permafrost). The lack of proper soil heavily impacts the growth of plant life, thus only a few strong plants will survive.

In the tundra, the ground is frozen solid all the year. Only the surface soil become unfrozen in the summer. For this reason plant roots do not go down into the permafrost and their root systems remain shallow.
