That will depend upon where you live and who has jurisdiction over the food facility. Where I live, the State Senate and House write up the legislation which is usually, at least in part, adopted from the FDA (Federal) Model Food Code.

A "filibuster" denies access to the floor for an extended period of time, preventing a motion to vote on the bill from being introduced. Eventually to get things moving again the bill is set aside (without a motion to table it) and the person "filibustering" relinquishes the floor to another person. Sometimes the first thing this person does is make a motion to table the bill, sometimes not and he just moves on to unrelated business.
