No it isn't. For example I am a UK 7.5 but in NZ I am 9 or 9.5 (depending on shop). There are various shoe conversion charts online and very unhelpfully all of them seem to give different sizes - I find it best to go from the Euro size (if you know what your UK size is in Euro).

English (the UK) doesn't have size 39 shoes. A size 39 womens shoe would be a European size, which is size 7 1/2 in American shoes, and size 6 in the UK (England).
