After the elections of 1918, US senate was dominated by Republicans. However, even the majority party was divided over the issue of Treaty of Versailles. Woodrow Wilson despite all his efforts could not muster required two third majority to ratify the treaty.

Most people were tired of war and getting tired of Wilson who canvassed the country seeking support for the League of Nations which he pushed to be included in the Treaty. They did not want to be tied to European alliances or sucked into European Wars. Congress tends to reflect the will of the people.
