Fix the fault blowing the fuse.
You likely have a frayed wire to the stop light.
Fuse, switch, speed resistor or motor.

You need to stop replacing the fuse and find out why it is blowing. It is blowing because you either have a short in the wiring, too small of a fuse, or the circuit is overloaded. If you remove the fuse then there is no danger of it catching on fire. Just make sure you do not install a larger fuse than is recommended.

While hooking up a battery make sure to connect the positive cable first, then the ground. If you have been doing it that way and you have a fuse that keeps blowing you have a problem in the circuitry after the fuse. Some short in the wiring or problem with a device is causing the fuse to blow ( thankfully ) rather than destroy something else or completely drain your battery.
