The doors under the dash are the problem. It could be them or the actuators. When something goes wrong with the system the default is to provide defrost so that at least in the winter or if the windshield fogs up it will clear the windshield.
could be a vacuum line off
You will need to figure out if the problem is in the dashboard switch, the wiring and connectors or the vent control motors.

Either you have clogged or busted vent pipe or the actuator could be going bad.
This happened to my 96 Your battery went dead sometime it messed up the computer.Disconnect the ground for 5 or more min. Reconnect and it should work
Most likely you have a vacume leak under the dash.Check for lines off or broken.They will harden and crack with excessive heat,such as in the engine compartment.

sounds like a vaccum line is off. Do you have an aftermarket stereo? I could also be the switch, but I would bet on a vaccum line, search for a diagram then go from there.
you may have whats known as a mode actuator door going bad (the thing that changes direction of the blower motor vent) there are several parts in that system so to be sure it will have to be disassembled and inspected
Check to see if you've turned the defroster on. The AC runs in that mode to dehumidify air inside the car. Cheers
Check under the hood for a disconnected or damaged vacuum line. The controls are vacuum operated and if the vacuum supply is cut off the system defaults to defroster only.
