In 1777 all thirteen colonies were fighting for a revolutionary war with England but they were also busy in stopping Vermont becoming a state. At the same time continental congress was not ready to let the Vermont to become apart of United States and as well as New york also not ready to join Vermont with United States, former colonies agreed. Later,after 14 year,New York agreed to join Vermont with it, but for that Vermont need to pay $30,000 to New york, though it sounds big money at that time, Vermont had paid that amount and joined as a state with United States.
