Casual elegant attire means something comfortable but still very nice. An example would be a pretty above the knee dress and heels for her or a nice pair of trousers and a white collared shirt for him.
A nice dress with flowers if you are a girl, with some nice strappy sandals, or a pair of khakis or casual trousers with a polo-shirt or any other open neck shirt if you are a man!

it depends on the date. If it's a casual date, like a common restaurant, I would say dress casual, but nice. Comfortable, but nothing ratty and torn. Jeans and a sweater if it's cold out should be fine. (however, this can vary from one guy to another) If it's a more formal date, like an expensive restaurant, dress up a little. A dress or skirt and nice blouse, or slacks with a nice blouse.
