1) underground water is being withdrawn and used constantly by people for cooking, drinking etc.
2) in urban areas, where the land surfaces are concrete and tarmac (non porous and very low permeability), water will not be able to infiltrate through, thus causing the water flows in the soil layer to decrease. Percolation, throughflow and baseflow are all decreased due to lack of water. This will cause the water table deep down in the soil layer to decrease in height, leading the lesser water being stored underground.

"Water table" means the level of water underground. So when you dig a well, you have to dig down at least to that level.

The level at which all spaces inside underground rock are filled with water is called groundwater. It contains 21% of the world's freshwater supply.
They are called Artesian Wells where underground water under positive pressure causes the water level in the well to rise to a point where hydrostatic equilibrium has been reached. If the water reaches ground level they are call flowing artesian wells; some my look like fountains.
Instead of an irrigation ditch, use an underground leaky pipe.
