All economists agree that min wage laws assure youth unemployment, low-skill worker unemployment, and thus young black and Hispanic unemployment.
Yoots who WOULD get hired at wage rates lower than the min wage, are not worth hiring at the mandatory floor rate, so employers insist on skill or experience at min wage jobs.
I also think min wage no big deal, since only 1 million US workers in an employed workforce of 140 million earn min wage.
Government, via legislation.

The concept federal legislation of the minimum wage illustrates is labor reform. Many states have federal wages that vary greatly from the one the federal government has instituted.
The purpose of minimum wage legislation is to make sure employers will not pay workers too little money. The minimum wage is still too low (a worker can not support a family on minimum wage). The sole benefit of MW legislation is to make legislators look good to voters. It is not good for employers, and it assures higher than necessary minority youth unemployment. Thousands of workers would accept jobs at rates below min wage to get a start, but employers can't offer that.
Not all countries have minimum wage legislation. You would need to check the country concerned.
not much in ns. min wage 8.10 students only get 15 20 hr week
The courts (Judicial Branch of government) do NOT set the minimum wage. That particular piece of legislation is passed and set by the U.S. Congress (the Legislative Branch of government).
Kenya does not have a legislation that dictates minimum wage, rather places like the government use payscale to decide how much one should be paid based on their job group.
