No. You can only collect from the "liable state" which the employer pays unemployment taxes to, which in your case is California.
He's not. The employer is the one who pays the state unemployment taxes.
If the spouse inherited the estate, the spouse will pay the IRS debt. Since the two were still married, the taxes must be paid by the remaining spouse. If they were separated at the end of 2007 I assume that they did not file a joint return for the 2007 taxes. If this is the case, the husband's estate must pay the taxes. If the estate cannot pay the taxes in full, then the spouse will not be held liable for anything that is still owed. A distinction must be made between the spouse being liable and the estate being liable. The only way that the spouse is fully liable is if the return was a joint return.

Income tax - everyone is liable but if you work less than about 300 hours a year, you will pay none as that, at minimum wage, is the single person's tax-free allowance. If you mean taxes in general, everyone pays something somewhere.

The titled owner is responsible for taxes and assessments: if such an owner is a bank, the bank is responsible.
She is technically liable, yes; but that doesn't mean you can't give her the money or part of the money to pay these taxes with.
