A PHP file is not a media file, so winamp (and so any other media player) cannot play that file.
Winamp is predominantly a music player. While there have been plugins created which claim to allow Winamp to play video files, specifically MP4 formats, very few work. Additionally, those that do are extremely buggy. As such, the answer is sadly, no; Winamp does not support MP4 playback.

it depends on the DVD's licence. If you burn a DVD, you may have burned it with the wrong license, and winamp might not play it. Most shop class dvd's should play with winamp. On the back where all the age certificates are you might find the license. Hope this helps..
