the blower resister is no good When our '98 Breeze's blower began to work only on high, we replaced the resister, but it croaked about 2 weeks later. We replaced it 2 more times and the same thing happened. A mechanic told us the blower itselfneeded replacing, and thus, the blower kept burning out the resister. Works fine now. Found ours at a junk yard for $20.

Where do you find the blower motor relay on a 1996 Plymouth Voyager?
If you are referring to the blower motor squealing, then I would suspect the blower motor bearings have failed.

the resistor is gonna be right off the blower motor attached to the blower motor by a wire harness should be by the heater core
can be the heater blower motor resistor located in either the ductwork or under hood near blower motor on firewall

Not without heavy modification. The '97s only had the 2.0 liter SOHC engine (same as most Neon's).
it might just need to be reset Ihave the same problem with my breeze
