It's a dipping needle mining compass from around 1900. It was used to detect areas of magnetism, which might indicate gold, since gold is often found with magnetite black sand.
The Baker Compass Company in Melrose, MA was my great great grandfathers company. When he died, his son George took it over and I've heard that at some point after that the company was either bought or dissolved and other compass companies formed as splinters.
