make sure you have a strong set of pokemon, some potions. first find the key card to open all the gates, then go to the third floor of the silph co. building if you came from the elavator just go south, then go to your first left and step on the first teleporter you see then walk down to the next one (you're trapped in the room so its pretty obvious where the next one is). now you have arrived on the top floor, go open the gate and battle giavanni.
