If you want to learn how to use Illustrator, take a computer graphic design course at the local community college. These are offered all year round. You also do not have to buy Photoshop. That is a totally different program.
You just have a good command and skills on photoshop and illustrator for become a graphics designer. Mind creativity is also compulsory for graphics designer.
You can't, Photoshop is not a vector based program. You can however take the image into Illustrator (or Corel) and "trace" it. In Illustrator: Go to "Object" in your menu, and look for "live trace". There are lots of adjustments you can make to hopefully make the tracing look like you want, but you may need to redraw the image in Illustrator, with Illustrator tools. Learning to use the pen tool (or bezier tool) is extremely helpfull.
