If the meaning is "prior warning" (ie: "warning in advance") then "advance warning" is correct. If the meaning is "further warning" (more urgent than when previously given) then "advanced warning" is correct.

The main issue with this concept is the concern that the teachers are not able to retain the firearm in all possible situations. This ranges from forgetting it to having it stolen or dropped. There are also concerns about having it wrestled away without prior warning. The last concern is that while shooting a target is an easy thing to do, when someone is shooting back AT them it becomes a whole different issue.
