Albania as a nation was legally neutral during World War I.

Within a few weeks of the outbreak of war the country ceased to have central authority and the prince left the country. The nation descended into civil war and various groups sided with the Allies, the Central Powers and with neither respectfully.

Technically neither.. It was neutral or it refused to take sides even though it was invaded by Germany.
