No. The liberty bell wasn't the "liberty bell" when Franklin was alive. When he was alive it was the State House Bell and first was called the Liberty Bell by a group trying to outlaw slavery in the 1830's. It was suppose to remind Americans of the early days when they fought and worked for independence. The bell was made in London and it cracked after it arrived in Philadelphia. A new bell was made in 1753 from the English bell, but by 1846 a thin crack began to appear and affected the sound of the bell. It was repaired in 1846 and rang for a George Washington birthday celebration, but cracked again and hasn't rung since. It weighs about 2000 pounds and is made of 70% copper, 25% tin, and some lead, zinc, arsenic, gold and silver. It hangs from what is thought to be the original yoke made from an American elm. As you can see Franklin had nothing to do with the bell.
Franklin halves are very obvious. They all have the same design, a picture of an older Benjamin Franklin on the front and the Liberty Bell on the back. The mint mark position is above the bell: No mint mark = Philadelphia D = Denver S = San Francisco

Benjamin Franklin lived in Philadelphia, Pennsylvania for most of his adult life. Specifically, he resided on Market Street in Philadelphia, near what is now known as Franklin Court. This area is located in the historic district of Philadelphia, close to Independence Hall and the Liberty Bell.

All images of the Liberty Bell on Franklin half dollars (and, indeed, in real life) show a crack in the bell. To determine its value you have to know the coin's date and whether there's a mint mark letter over the bell. Then please post a new question with that information.
