Cleopatra certainly was not a great leader. Great leader do not lose their kingdoms. As for being a heartless killer, yes, she was a killer; she executed her siblings and many of her political enemies, especially after the defeat at Actium. But to be fair, you have to remember that kings and queens in the ancient world were totalitarian rulers and none of them would hesitate to order executions if they felt threatened in any way. Cleopatra was no exception.
