By her own standards, Cleopatra was not cruel. She was an absolute monarch and it was expected that she would get her way in all things by whatever means she needed to use. However, by our standards, yes , she was horribly cruel. After all, she murdered one brother and then had Antony murder her sister who was supposed to be protected. It is said that she experimented with various poisons on slaves and watched them die as she was trying to find a painless type of poison for her own death.
