Mary I was Elizabeth's half-sister, not her cousin (that was Mary, Queen of Scots). When Elizabeth received the news that Mary had died and she (Elizabeth) was now queen, her comment was "This is the Lord's doing, and it is marvellous in our eyes" so inasmuch as she was now queen, she was happy. She also said "The laws of nature move me to sorrow for my sister". They had had a rocky relationship and were not especially close. Thus, Elizabeth could be said to have been both happy and sad.
