Hades was the Greek god of the dead. So no. It was definitely not his job, but being a god he was capable of it.
Hades the Greek God can not be compared to anyone alive: as no one is the immortal King of the Underworld.
Without Hades the souls would have no where to go once a person died, and they would have no protection.
Hades was the Greek equivalent of the afterlife, where souls went after a person died, the figure Hades was said to be a cruel ruler of the realm in greek mythology, and it was depicted as a creepy/gross place, In the bible, hades refers to Hell, so yes Hades is an evil place.
