Yes. Marshall Petain, who ruled Vichy France during World War II (under Nazi German quasi-occupation), was a dictator. He was the only dictator to rule France in the 20th century. Prior to and after World War II, France was a republic.

During the Middle Ages there were no dictators. There were only Kings and ruling Princes who often had much power, but never the absolute power that a dictator has. Basically, dictators only appear in two periods of time: Roman antiquity and the 20th century.

Then he had the forsight and ability to insure that it had a good chance to CONTINUE, AND PROSPER as a Democracy and a Constitutional Monarcy. That was no mean achievment!
He was dictator of the whole USSR from 1929 until his death in 1953 He named a city Stalingrad (now called Volgagrad) after himself. This city became the focus of the struggle between the two worst dictators of the 20th century Adolf Hitler and Joseph Stalin during WWII.
