The circumstances under which the Louisiana Territory was purchased was that Thomas Jefferson attempted to avoid war with France over the port of New Orleans by offering to buy New Orleans from France. France responded by asking if the United States wanted to buy all of the Louisiana Territory.

Thomas Jefferson mostly wanted the port of New Orleans so that the United States could control the gateway to the Mississippi River. However, Napoleon Bonaparte needed money and was no longer interested in establishing an empire in North America, so he offered all of the Louisiana Territory to Jefferson's envoys who accepted the offer. By making the purchase, Jefferson also removed France's influence in the region and allowed for US expansion.
The Louisiana Territory usually refers to the vast area purchased from France in 1803. It consisted of all the land drained by the Mississippi- Missouri River complex. Some would say that The Territory of Louisiana was created by the US after the Louisiana Purchase in 1805 and was renamed the Missouri Territory in 1812.

Originally he offered to buy just New Orleans, but Napoleon offered all of the Louisiana Territory (in part to frustrate the designs of the British, who had taken Canada from France). The 1803 Louisiana Purchase nearly doubled the size of the US, and opened the way for westward expansion.
