No. New York (which is the continuation of New Amsterdam) is the first human city built on the island of Manhattan. The Lenape Tribe, which previously occupied the island, did not build cities and lived a semi-nomadic existence. In many movies, like National Treasure, when people go underground and discover older parts of the city, they are not visiting an underground city, but rather the parts of the original city that have become buried with time.
