Maryland was a slave-state whose leaders were Southern sympathisers. Lincoln took the liberty of jailing these politicians without trial, as it would have been intolerable to the government if there had been another Confederate state so close to Washington (as well as Virginia).
Maryland stayed in the Union, which was what chiefly mattered. To appease them, Lincoln allowed them to continue practising slavery after the Emancipation Proclamation.
