Traditionally Menes was indeed king. Traditionally he is credited with unifying Egypt. Probably the same person as the Scorpion King and a Pharaoh called Namar. Reigned c.3100. Modern scholarship attributes the unification of Egypt to his successor Hor-Aha (reigned c.3050BC).
