Well, if you are talking about in the Unwound Future,when Hershel and Claire were in the restaurant together, that scene was probably the time he was going to propose.
We can only guess though, since he didn't actually go through with it. We know that he thought she was the one, but he never actually took the chance he had... :(

Was Professor Layton going to propose to Claire before she died?
He may have been but I don't think so... As I recall in the game there's a scene where they're in a restaurant and he starts to ask "you know if I got the job at the university" and then stopped halfway and decided not to finish his sentence. I doubt he was going to propose after that bit he could have been suggesting they move in together ir something?? Just clutching a straws here...
