Yes the religion and the government were combined to an extent. The Romans never did anything of any importance without sacrificing or taking the auspices. Everything from the beginning of a military operation to the opening day at the chariot races was begun with a sacrifice of some type, which, of course, was a religious action. However that's as far as the religious aspect in government went. The gods only required respect so that they would keep protecting Rome, while it was men who did the actual governing and law making.
