The answer to this depends on the time period. The Spanish monarchy until 1931 was always an absolutist unlimited government as were the Franco years from 1939 to 1975. However, the First Spanish Republic (1873-1874), the Second Spanish Republic (1931-1939), and the current Kingdom of Spain (1975-Present) are all limited forms of government.
