Practically every civilization at that time (and until the early 20th century) had the rule that only men could vote. In Sparta, voting in most cases concerned military matters, so that made it in a sense logical. Sparta's women however enjoyed a level of equality with men in all other aspects that was unique among antique civilizations. So although they did not formally have the vote, it is highly probable that they discussed the issues of the day with their husbands and influenced the way they voted.
Not totally sure, but I think that it may be both or Sparta. Sorry, I don't know for sure. Hope it helps The book I am holding right now says Athens for sure, but doesn't say what it was for Sparta.

They were cruel, and unfair. Sparta was a terrible place that believed only in war and fighting.(that is where we get the word spar from.)

Sparta was weakened because at Sparta there were only woman who could not fend for themselves against rivals close to Sparta and so their city fell horribly. At one time they were the most powerful city-state in Greece.
