Angola, in Africa. In the first novel, Tarzan of the Apes, Jane Porter writes a letter to a friend from the treehouse built by Tarzan's father. In her letter she states that they are located on the West African coast at approximately 10 degrees south of the equator. This places the action in modern day Angola, in the area of Kissama National Park. It should be noted that the author was not personally familiar with African geography, and the dense jungles he describes are generally found further north.
