As it stands, historically, Vespasian would have to be considered a better emperor than Titus. This is because of how he got Rome back on the correct financial track and his many building projects, the Colosseum among them. There were few serious plots against him and because he was a genuine military man, he had a good relationship with the praetorian and the army. Titus, unfortunately, did not rule long enough to be judged either good or bad, although the people, both rich and poor, seemed to have liked him.
