There could've been some cases that he was.

It was reported by Bonnetare the biological proffesor of Rodez that he saw him numerous times rocking back and forth or side to side making a strange humming sound. In Paris Victor was assumed to be mentally retarded. He never spoke. Later on in the 20th century historians say that it was the cause of autism that caused Victor the remain silent and why Itard gave up the case of educating him and why most people believed him to be mentally retarded. At first they believed autism caused his abandonment in the first place. Why he was never reacted to certain sounds. He didn't like being around children his peers and would pay no attention to those around him. He had no affection for anyone (he couldn't weep) and he couldn't sneeze until he did later on while being educated by Itard. Some scientist nowadays rule out that it was autism that helped him survive alone in the wild.

Why did Itard stop working with Victor the Wild Boy?

Itard had worked with Victor the Wild Boy of Aveyron for five years. His main goal was to get Victor to speak, but according to all the steps he tried teaching Victor, Victor remained mute. Although Victor made progress with his other educations and basics he was taught by Itard. Itard somehow found out later on that Victor could've been in a way mentally disabled and that possibly could've caused his silence. Victor was in adolescence when he was captured and brought to Paris and taken in by Itard-and Itard later realized that a child must learn how to speak before reaching puberty (adolescence). Because if an adolescent had lack of human speech it would be impossible to teach them speech.
