It might depends on how exactly you're defining "super hero".

• Sheena Queen of the Jungle was the first female comic book character with her own title in 1937. She has the ability to communicate with animals & was proficient in various weapons but didn't have what could be considered "super powers".
• Bulletgirl was created in 1940 & had super strength & intelligence. She wears a helmet that gives her the ability to deflect bullets & fly.
