Yes he was, but not fully devoid of the concept of the divine. He did believe in a form a divinity which was called T'ien or Tian. It was basically a version of a heavenly abode which was the source of virtue and moral goodness. He also observed many rites and ceremonies that could be considered worship to this heavenly abode or to his dead ancestors. He never advocated this as a religion or called it anything other than a way of life.
