Crime is more of a problem today because in roman times it was punishable by death so less people commited any crimes,where as today people dont realy care if they commit a crime because they know they will get away with it.

The children turn to gangs, drugs, crime, and/or sex to fill their time and their emotional needs. The parents respond by filing lawsuits to get their kids out of trouble which is nothing more than a bandage on the problem. It shows the kids that they haven't done anything wrong, and, even worse, it shows the kids that in order to get their parents' attention they just have to get in trouble ... again.
