When compared to the WWII puppet regimes of Germany, Italy, Japan, and the cold war puppet nations of the former USSR & Communist China; the US has no puppet countries. The US buys their nation(s) of interest with good will, medical/food/educational/engineering supplies, and war material to defend themselves. It the prospective nation wants the US "out", then the US complies and leaves.
Diem was anti-communist, and that's all the US cared about. He was a bit rocky (unstable) in his leadership, but as the US administration noted at the time, he was the "only man we got." Another words, the US had to make the best of what they had. The communists were ripe in RVN ever since the beginning in '55, so Diem they had, and Diem they tried to work with.
When a coup was developing, and the old guard was clashing with the 1960's new guard, both in RVN and the USA, covert operators let the chips fall where they ultimately fell; and both Kennedy & Diem were assassinated in 1963. This cleaned the slate; and LBJ and Thieu took over their respective countries, and history fell into place, as we know it today.
