Hurricane season actually starts in June and some storms have been documented earlier. However, August and September are the most active months for Atlantic hurricanes because that is when the oceans are warmest. Warm ocean water is the most important factor for hurricane formation.
Hurricanes take time to develop and they and the systems that can develop into hurricanes are fairly easily identified from weather satellites. Forecast models are run that try to predict how a hurricane will interact with the surrounding weather systems and conditions. Meteorologists use this information to try to figure out what a hurricane is most likely to do.
Effects of a typhoon:Storm surge and tidal flooding--This is the most devastating and notable effect from a hurricane. Storm surge is the rising wall of water the comes ashore with a land falling hurricane, and is responsible for 90 percent of all hurricane related deaths.High Winds--This is the most important effect of a hurricane since it determines how powerful the storm is, and how much storm surge and damage it can cause. Winds in a hurricane can reach up to 200 mph.Tornadoes--This is probably the least thought of effect of a hurricane, but they do occur. Tornadoes occur in a hurricane as a result of the tremendous energy and instability created when a hurricane makes landfall. Most tornadoes that occur in hurricanes are only minimal in strength.Heavy rain and flooding--This is the effect of a hurricane that is completely taken for granted. After hurricanes make landfall, and their winds abate, the tremendous amounts of rainfall become a major factor, and can cause significant flooding as with Hurricane Floyd last year.

It dpends on what you mean. A hurricane itself is a low pressure system. The lower the pressure, the stronger the storm. However, high pressure systems often play an important role in directing where a hurricane will go, though they are not the only factor.

The determining factor is the sustained wind speed. If the tropical system has sustained winds of less than 39 miles per hour, then it is a tropical depression. If sustained winds are in the range of 39 to 73 mph, then it is a tropical storm. If sustained winds are 74 mph or faster, then it is a hurricane.
