There was much corruption in the federal government by the time President Hayes took office. He was able to get the Civil Service Reform Act passed. This helped with the hiring of qualified people to government positions rather than relatives and friends which was the the norm before.
Rutherford B. Hayes was the president during this time. His role was to try and resolve the issue while pleasing not only the railroad workers but also the rest of the country.
Hayes didn't even serve 2 terms, let alone 3. He did not seek re-election after his first term. The only president to have served 3 terms is Franklin Roosevelt (he was elected to four terms, but died a short time into the fourth).
