I am currently doing a research assignment on these two cultures, and so far I have found very little evidence that the Assyrians were influenced by the Sumerians.
The only connection I have found is that the Assyrians used cuneiform to write their own language.
Also, the king commonly known as Sargon II took his name from Sargon of Akkad, who conquered and ruled Sumer at one point.
I'm not quite sure how yet, but according to this book by award-winning writer and author of several ancient history texts, Don Nardo, "The Akkadians, Assyrians, Babylonians, and others borrowed many of their social ideas from the Sumerians..."

The Assyrian Empire and the Babylonian Empire were sister kingdoms. Their cultures were exactly the same. Language, Laws, Religion... all the same. This culture either derived from the Sumerian and Akkadian societies, or were just created by the Assyrian-Babylonians.so the sumerians is the answer

Babylon under Hammurabi, ceased Assyria. That is not quite influencing but take our heritage other wise.
For a time it was the French culture that influenced the Russian culture.
