What was one of the earliest of examples of the power of executive agreements in the US?
As early as 1817, the executive agreement became an instrument of major foreign policy acts. US President James Monroe arranged with Great Britain how naval forces of both nations would deal with operations on the Great Lakes. Monroe's agreement with Great Britain was based on an Act in 1815, authorizing the president to handle affairs between the two countries regarding the Great lakes. Monroe then took this executive privilege to make this agreement without specific authorization from Congress.
Asked in Archaeology
What do the historians do?
Historians study the past through speeches, old texts and other resources they can find and then create theories about the time being studied. Archaeologists, like historians, would do the same except they would uncover more physical objects, like buildings, bodies etc. Historians and archaeologists can study primary or secondary recources (primary resources being the most accurate, but remember everything is bias, unless it is coming from a third party): Primary resource: A source from the time or very close to the time, for example: •A briefcase from the Titanic •An unexploded shell (bomb) from WWII in Germany (thousands are being uncovered every year actually) •A Roman sword or arrow tip found in a battle site •King Tutankhaman's tomb •A diary of a Roman philosopher Secondary resource: A source from after the time being studied, for example: •A speech about the Vietnam war made after the war •Biographies •Dictionaries (I don't know how I got this one) •A WWI memorial made in 2015 •Speches about historical events (even if it is about your life, because it isn't made at the time) I hope I helped :)

How did the policy of executive agreement reach a new level under US President William McKinley?
Executive agreements continue to be used to shape US foreign policy. In 1900, US President William McKinley used this policy when committing US armed forces. In 1900, he set the tone of US foreign policy by sending 5,000 troops to China. The excuse for this action was that American lives and property were in danger. US troops joined with other imperialists to end the Boxer Rebellion. The Chinese government actually declared war on the US. The US did not return the favor. The major factor there was that US military action was that Congress was never even consulted.
What caused US President to withhold Union troops from sending reinforcements to General George B McClellan in the Peninsula campaign?
Confederate General Stonewall Jackson brought in concerns to the Union in June of 1862. After Jackson had taken Front Royal and Winchester, Lincoln became concerned for Washington DC's safety. He with held General McDowell's forces in order to insure the capital was secure. Lincoln ordered General Fremont to enter the Shenandoah Valley and defeat Jackson's forces. Lincoln was insistent on this issue. Nevertheless, Jackson was too smart and swift for Fremont.
Why was the Compromise of 1877 a failure?
The so-called Compromise of 1877 failed in several ways. Part of the arrangement was that Northern troops would be withdrawn from the South. That never happened, they never left the South and were confined to their quarters. That new investments by the North in the Southern economy also was never realized.

Asked in Animal Life
Do rats feed on bigger animals?
If rats can't find plant items to feed on, yes rats will feed on garbage or even animals. However, the animals that rats feed on would already be dead. Rats are scavengers; this is also why rats carry so many diseases. Only when rats can find no other food sources will they turn to something living.
