Lim Boon Keng had no choice about moving to Singapore. His father moved the family there when he was a young child. Lim Boon Keng was born in Malaya in October of 1869 and died in Singapore in January of 1957.
I believe this is a mix up of the phrase 'boom times' meaning a period of prosperity and the word 'boon' meaning a blessing or benefit.
