Yes, almost certainly. Unfortunately, the earlier play has not survived, but scholars call it the Ur-Hamlet. Some scholars believe that it was written by Thomas Kyd, the author of The Spanish Tragedy. Also, there is a German play called Der Brudermord which has the same basic plot as Hamlet but is more awkwardly constructed. Some people think that this may be a translation of the Ur-Hamlet play.
